C. R. Rao was an Indian-American mathematician and statistician who reshaped the theory of statistical estimation. He proved the Cramer-Rao bound, a fundamental lower limit on the variance of an unbiased estimator, and co-developed the Rao-Blackwell theorem for improving estimators using sufficient statistics. He worked at the Indian Statistical Institute before becoming professor emeritus at Pennsylvania State University and a research professor at the University at Buffalo.
